It's not a fake, although it is grossly misleading. The problem with the picture is that the computer is the stand unit in the foreground, not the control panel in the back, and the caption for the picture does not make that clear, giving the impression that the control panel is their projection of what a computer will be like.

It is very much a fake. RAND didn’t create mock-ups inside sub control rooms…
